Combine Parsley, lemon peel, thyme, garlic and pepper in a blender. Add oil, 1 Tablespoon at a time, blending until a smooth paste is formed. Add lemon juice and blend. Rub mixture over surface of the roast. Cover and refrigerate for at least 24 hours.
Preheat the oven to 500°F. While preheating, allow the roast to come to room temperature. Place the roast in a large roasting pan and place in the oven. Cook for 15 minutes.
3. Reduce the temperature to 350°F and continue roasting for 15 minutes per pound for rare; 20 minutes per pound for medium; and 25 minutes per pound for well done. When done, let the roast rest for 10 minutes before carving.
