In a small bowl, combine the vegetables broth, vinegar, mustard, salt and pepper and set aside.
In a large skillet, brown the beef along with the onion; drain any excess grease. Add in the olive oil and turnips and cook on medium heat for about 10 to 15 minutes or until the turnips are lightly browned, stirring frequently.
Add in the vinegar mixture and sliced green cabbage and cook for another 5 to 10 minutes until most liquid is absorbed.
