Cut chili into 1” rings, cover with ¼ cup of hot water and let soak for 10 minutes.
Preheat the oven to broil.
In a blender combine chili water, olive oil, garlic, vinegar, salt, oregano, and cumin, and blend to combine.
Toss beyond chicken in the mixture and spread into an even layer on the cookie sheet.
Broil for 4-5 minutes, or until just cooked through.
